School Board Does It Again

In a repeat of the March 10th meeting, the Pike Township School Board once again tonight gaveled the meeting adjourned and refused to allow the Historic Traders Point representatives to speak to the board. Our attorney, Greg Cafouros, previously had submitted a written request to be included on the board's agenda, but, no matter, Board President Elaine Eilers closed down the meeting even as Mr. Caforus stood at the podium. There was an exchange of increasingly heated tones from Mrs. Eilers and Board Member David Corbitt telling Mr. Cafouros that the board would hear nothing from HTP. Our group had prepared a presentation that included several presenters to speak on numerous discussion points.

In earlier afternoon events prior to the start of the board meeting, an injunction was filed against the board alleging failure to comply with the Indiana Open Door Law regarding conduct of public meetings. Signs were posted on exterior walls of Central Elementary stating that there would be no discussion at the board meeting about the proposed land acquisition due to a legal technicality. Numerous people turned away and did not attend the meeting.

The school board's continued stonewalling could suggest that they have something to hide. It has been suggested that the school district has offered the seller a purchase price that is higher than the market price. I am not in a position to determine whether that is true, or whether it is disinformation put forward by a rival buyer. If the school district has offered a price higher than the market price, it would explain why no one else has apparently outbid them for this residentially very desirable parcel. It would also suggest that a kickback scheme may be occurring. For those who are not familiar with such scams, they are an exceedingly common feature of the government school monopoly nationwide. School officials offer a seller higher than the market price, then get a kickback of part of the difference between the selling price and the market price. The seller profits more than he or she would otherwise, the school official(s) make some money, and, as usual, the taxpayers are victimized. These schemes are, of course, illegal, and if a higher-than-market price is being offered, the Marion County Prosecutor should be asked to investigate. Note that the current Prosecutor is a Republican, and thus less likely to be in the pocket of the government school monopoly than would a Democrat, who could at the very least expect increased campaign contributions in exchange for looking the other way.

I have confidence in the appraisal requirements for public land purchases. It is my opinion that the property will not appraise as presently zoned for more than 75-80% of the offered price. If the two independent appraisers support a valuation that is higher than what is supported by the market data comps for similarly sized and zoned parcels they are at great risk of losing their professional licenses. I don't believe the school board has such leverage. But our next area of vigilence is to challenge the appraisers and their professional opinions of value. Neither the Buyer or the Seller know what the appraiser's results will be at this point. Rest assurred that any offer will allow the school to terminate their negotiations if the Seller is unable or unwilling to accept the average of two independent appraisals.

Many "have confidence in the appraisal requrements for public land purchases". Generally this is because the "confident" person is honest himself and makes the common mistake of assuming that others are. Then there are those who advertise their confidence because they have found ways to profit from a corrupt system and themselves participate in raping the public...
